All are 3rd party vendors and are allowed the exact same access to stitch together 360 videos to create tours (Only available from a Google Trusted Photographer/Agency.)
If you have been contacted by someone that even insinuated they "worked" or "were with" Google then they are misrepresenting themselves and are violating a strict policy of Google. We recommend you send an email to google identifying the company identifying the company that attempted to pass themselves off as a part of Google.
